The Main Challenge
Tourism-dependent economy
Tourism has a prominent position in the islands' economy, making the islands strongly dependent on tourism. Therefore, there is an urgent need to transform their tourism-dependent economy into a resilient and green one.
Climate change vulnerability
Due to the geographic location of the Balearic Islands, their Mediterranean climate and dependence on the tourism sector as the main driver of the economy, the islands are especially vulnerable to the consequences of climate change.
Poor building constructions
Over 60% of the residential buildings on the islands were constructed between 1951 and 1990 to cope with the booming tourist demand. Now, the islands suffer from ageing building stocks built to poor construction standards. Insufficient buildings create adverse effects on the population, lower quality of life, and are considered a risk to the citizens' health.
Lack of affordable financing and technical support
Building renovation is key to climate change mitigation. Thus, there is a dire need to provide affordable financing and technical support to reduce the energy burden on homeowners.
Lack of trust in contractors
Most of the decision-making process in a home renovation falls on homeowners themselves, lacking professional skills, time and experience managing renovation projects. For the reasons mentioned, home renovation from a citizen's perspective is a risky endeavour.
Technical Assistance
Technical assistance brings all the elements of a successful home renovation program together, including contractor training, customer service, outreach, technical advice, etc.
Affordable Financing
Affordable financing addresses the shortcomings on the supply side. The financing platform enables 100% up-front, affordable and long-term financing for all homeowners, including those in conditions of vulnerability or energy poverty.
Smart Funding
Smart funding ensures the clean energy transition's inclusivity. REGENERATE will work closely with the islands to set up a de-risking instrument leveraging public funds.
Combining these three elements with the active involvement of the public authorities, REGENERATE can generate the trust to renovate and to unlock the market, while maximizing social, economic and environmental impact.

Trigger Investments
Trigger investments in eco-sustainable home renovation by setting up local One-Stop-Shops on 3 islands. REGENERATE will set up a managing entity coordinating and overseeing the local OSS offices on each island, offering people-centric assistance and affordable financing.
Affordable Financing
Provide long-term, up-front, affordable financing to fund energy efficiency, renewable energy and accessibility improvements. To do so, REGENERATE designs and sets up an investment instrument combined with a de-risking mechanism to deliver affordable financing to homeowners on the islands.
Emissions Reduction
Achieve a reduction of energy consumption and emissions. REGENERATE’s main objective is to improve the energy performance of buildings, thus facilitating energy efficiency, renewable energy, and accessibility improvements of homes on the islands.
Scaling Up
REGENERATE ensures replication and further expansion of the OSS model developed on each island. Subsequently, it is intended to replicate and expand the project to other Spanish and European islands.

Ayuntamiento de Ibiza is the basic administrative political organisation of the Ibiza Municipal Term.
The local authorities will support the set-up of REGENERATE’s OSS model on each of their respective islands, adapting it to the islands’ specific needs and developing its activities, ensuring citizen engagement and the generation of the foreseen pipeline through targeted marketing and communications efforts and contractor recruiting and training activities.
The Balearic Islands are composed of several islands situated to the east off the Spanish Coast. REGENERATE focuses on the islands of Mallorca, Menorca and Ibiza.
Mallorca
The island of Mallorca is the largest of the Balearic Islands. Palma is the capital of the island, which is also the capital of the autonomous community of the Balearic Islands.
Menorca
Menorca is the outermost of the Balearic Islands, much smaller in size than its neighbour, Mallorca.
Ibiza
Ibiza is the third largest of the Balearic Islands. It lies in the western Mediterranean 80 km southwest of Majorca.
There is a dire need to boost the islands' economies, weakened by the COVID-19 pandemic and its disastrous impact on the Balearic Islands. As a result, the islands are experiencing a devastating decline in economic output and rising unemployment.
In addition, the Islands have an urgent need to transform their tourism-dependent economy into a resilient and green one, as they are especially vulnerable to climate change and are highly dependent on fossil fuels.
Boosting the local economies through the construction sector can be a crucial catalyser in the islands' economic recovery and community regeneration, making them less dependent on tourism at the same time. REGENERATE facilitates the transition towards a green economy and ensures resilient, healthy and comfortable homes. Thus, delivering economic prosperity and lasting societal benefits.

REGENERATE INFORMATION SESSION IN THE NEIGHBORHOOD OF CAMÍ DE SES VINYES (MAHÓN)

In collaboration with the Neighborhood Association of Camí de ses Vinyes, the technical team from Regenerate was able to present their project as a one-stop office dedicated to comprehensive support in energy rehabilitation for housing, as well as the subsidies currently available for this purpose.
Fifteen residents came forward to show their interest in rehabilitation and were able to resolve their doubts with the technical architect and social worker from the Regenerate Office.
With this event, the starting signal is given for a series of sessions that are expected to extend throughout the territory of Menorca.

Cumbre Madrid 2021

CIME took part in EuroPACE's Cumbre Madrid 2021 organized by GNE Finance, coordinator of both the EuroPACE and REGENERATE projects. CIME acknowledged that fruitful public-private collaborations offer a great opportunity to deliver integrated home renovation services to citizens of the Balearic Islands, furthermore speaking to need for the joint efforts made by Menorca, Palma de Mallorca and Ibiza. REGENERATE Kick-off Meeting

The REGENERATE Project officially celebrated its Kick-off Meeting in Mahón, Menorca. Partners from GNE Finance, Consell Insular de Menorca, Ayuntamiento de Palma and Ayuntamiento de Ibiza engaged in productive discussions about how to optimally tackle the goal of providing an integrated home renovation service that supports citizens on their journey to more comfortable and sustainable homes.
